The first step in developing a web strategy should be identifying the purpose of the website - what it has to offer users and how you (and they) will benefit from this offering.

A sad fact: 70 percent of development projects fail. Of those that succeed, 80 percent of total costs come after the release. You know what I mean. Aren't you the one who just told your tech team, who are almost done with the project, to add that new, cutting-edge feature?
Failures don't happen by accident. They happen because too many development projects are done "the way we've always done it." There's an adage: The definition of insanity is to keep doing things the same way but expect a different result. You want to ensure your project succeeds. You want it to be cost-efficient. Having attracted the user with something to offer (asking nothing in return - except perhaps usage statistics) you can reinforce brand awareness and also awareness of product/service offering - this often leads to real world benefits not necessarily measurable through web-based sales (or whatever suitable analog is appropriate to the purpose of the website).
When communicating with a web-user it's best to speak their language; ask yourself (or them!) what they expect from their overall web experience, why they should visit your site in the first instance and why they should return.
